In the old days, people in one region often argued, pillaged, enslaved and killed members of another. An argument between individuals would often escalate into one between groups. If there was a loss of life, it would be followed by retaliation from the other group, which could take the form of a large war party bent on destroying whole villages.
If a person was in some way responsible for the loss of a relative they were considered a proper target for vengeance. Sometimes vengeance was accompanied by other motives, such as a desire for wealth or prestige.
