A long time ago the Department of Indian Affairs ('DIA') attempted to control very closely all aspects of our lives, including how much food we could have, and what kinds. For a family of ten, the elders recall that the DIA would provide only the following for a whole month:

 

Sugar 5lbs.           Flour 5lbs.           Syrup 5lbs.           Baking Powder

Lard  1lb.             Rice  5lbs.           Beans 5lbs            Salt

                                                                                     Butter

This was all the food, and the only food, that you could get from the grocery store. The DIA allowed no substitutions, and allowed you no money to buy other items. If you tried to trade for an item at the store you would be punished by being cut off for that item.
